Every important entity, interaction, decision and outcome remains connected over time.

Problem to address
People repeatedly reconstruct context from separate applications, inspections, agreements, cases, payments, visits and evidence. The information may exist, but the thread between it is weak or invisible. Skilled staff become the mechanism that joins the story together.

What the evidence tells us
Field officers cannot see a complete visit or agreement history. Regulators work from copies of data, with no single source of truth. Farmers keep their own archives because they cannot rely on the official record.

Connect the evidence, interactions, decisions and history around an important real-world entity so people can follow one durable thread across existing systems.

Hypothesis
If Defra can connect the entity, interaction, evidence, decision and history without forcing users to know which system holds each part, people will spend less time reconstructing context and decisions will become easier to defend and reuse.

How it could work
Create a reusable relationship layer around existing authoritative systems. A holding, producer or consignment can be connected to relevant submissions, agreements, checks, visits, evidence, decisions and outcomes. The thread should preserve source, date, version and confidence rather than flattening everything into one new database.

Example: bring it to life
The field officer arrives at a farm.
Instead of receiving a static data pack assembled from separate systems, they see:
This parcel belongs to this holding.
These agreements apply.
These obligations are active.
Natural England visited last year.
This boundary was corrected six months ago.
These photographs supported that correction.
This is the version of the rule that applied.
After the visit, the officer's observations become part of the same thread for the next person.

AI opportunity
AI is optional at first. Later it can resolve relationships, summarise histories, flag conflicts and explain provenance, but the core value comes from governed connections between records.

Reduce uncertainty without overcommitting
Smallest meaningful experiment
Choose one entity type, such as a farm holding or packaging producer. Build a thin prototype thread using existing records only. Put it in front of operational users and test whether it removes specific reconstruction steps.

- Authoritative-source ownership must be explicit
- Permissions and legal reuse differ by domain
- A connected view can amplify bad identifiers if KNOW is weak
